Because it wasn't as ground breaking as VII was Also, the characters didn't stand apart from one another as well as the FFVII cast did. There's no mistaking Vincent and Cloud. There's no mistaking Tifa and Yuffie. What the hell is the difference between Selphie, Quistis, and Rinoa though?

Because everyone's fucking backstory outside of Rinoa was literally "Hey we all came from the same orphanage, but we forgot somehow. It must be using summons in random battles."

FFVIII focused too heavily on just Squall and Rinoa, not exactly characters strong enough to carry a game themselves, and had little to no arcs for the rest of the cast

Squall aside, FF8's character designs are kinda watered down and bland. Squall has his scar, leather jacket, and weird sword to stand out. The others are kinda whatever. Personality-wise, we're in Squall's head the whole time, but the other cast members kinda step on each other's toes a bit (Rinoa, Zell, Selphie all have a positive outlook and can be bubbly, Zell and Selphie are stupid, Irvine is bland, Quistis is ???)

Selphie is pretty memorable for me. But everyone else was kinda bland, and the game was sandwiched between two games with much better stories and characters that got way more character development.

VII's cast is very diverse from different backgrounds.

VIII's cast is very alike, similar backgrounds, no different physiques either.

In FFVII, you've got lanky/scrawny Cloud, with Goku hair, and in contrast you've got big and bulky thug nigger Barret, you've got a talking dog, an old Pilot, an emo vampire, a thicc/busty girl, a thin petite girl, and then your average goodie two-shoes girl.

In FF8, you've got three male students, three female students, all the same age, same background (except one), and they're all white with your sterotypical all-around athletic build.

It helps that overall FF7 is better written.

FF8 had the problem of too much focus on Squall and Riona. In 7 each character had their arcs and focus sections.

Also in 7 you had a diverse group of people coming together for a common goal. There was more tension as the cast didn't always get along and had their own agendas.

And the MC is kind of a douchebag at first but later redeems himself before turning into a vegetable for a while.

Quistis' an older sister figure for the MC who ends alone.
Selphie's basically a midly cute dumb girl who tags along.
Zell is a goofball.
Irvine's a pussy who likes to act tough.
And the MC is an angsty teen out of Dawson's Creek.

Honorary mentions are Laguna (the cool guy you play as for 30 minutes) and Seifer (the redeemed douchebag with mommy issues), which sadly aren't in your permanent party.

Essentially, both the female and male parts of 7's cast are simply more amusing and entertaining than 8's boys and girls.

However, that doesn't mean 8's cast isn't memorable. On the contrary, its kinda "realistic" depiction of characters of their age is what sets it apart from the mountain of more fantastic characters of the franchise. It's just 7 is the all time favorite.
