Definitely. You can't approach XCOM 2 with the same methodology as Enemy Unknown or Enemy Within, since Overwatch has significant aim penalties this time around. It's just not reliable.

Use battle scanners to scout out ahead without triggering any packs. Load them on your grenadiers. Try to eliminate enemy packs as quickly as possible. Within one turn is ideal. Especially since the timers still exist.

But fear not, there is a mod called "stop wasting my time" that speeds up (slightly, but still) delays during missions and I thing there is a dozen of timer mods because timed missions are fucking shit. Fuck up once in the very beginning of the mission and you are screwed royally. On normal difficulty.

Even after all the whining about snipers, I keep one on every mission in a position that covers most of the map I'll be traversing.

They rape everything and the only trouble I've ever had is knowing when to have them start running towards the extraction.

I'm not the best player in the world but it's been working pretty god damn well for me. Anything that gets in the sights of my sniper is generally fucked and I can't say that about any of my other classes.

The VIPs are literally surrounded by enemies it's almost impossible to capture them alive.

If you are on Legendary you should have restarted the campaign already as 2 months delay is a death sentence due to the avatar project. In WotC the region links have changed and you usually end having to unlock a linear and very long chain to get to the last facility, means can't do this until late in the game and 2 months is too long to catch up - unless you're very lucky with RNG and get enough intel and supplies to unlock regions quickly in a row.

You kill the enemies, then run into capture the guy and carry him away. If you aggro them from range they usually run towards you while the VIP doesn't.
Scouting is very important so bring a Reaper on every timed mission with a potentially defended objective. If you're early in the game and there's a Chosen or Ruler who might interfere with the capture just kill the VIP from range with a few units and get the hell out.

I have 2 engineers - I built a guerilla tactics school because I got one of those temporary breakthroughs for it, and I built a power station so I could build out multiple rooms. I assume I should build a proving grounds next but after that I can never tell what I should be focusing on. Comms? Rush to Psionics?

Man I love the game but the Rulers rustle my jimmies way too much. I've somehow managed to defeat the Viper and Berserker Rulers but the Archion one keeps raping my team to the point of rage quitting. Ruler reactions just are so unfair, especially with the VIP extraction missions where moving the VIP takes one turn.

Any protips?

Your soldiers have four different classes, Ranger, Grenadier, Sniper and Support.
You can research Sectoids and then Psionics to turn a soldier into a psyker.
With the Shen's Last Gift DLC you can build Spark robots in the proving grounds (you need to finish their story mission first, depending on how you configured the DLC).
You get a Reaper after the mandatory mission early on.
You get a Skirmisher after the Reaper mission is done and you did a special commando operation plus an additional small recovery mission.
You get a Templar after doing a special commando operation. You may or may not need to have the other two first, I don't know.

There are a few ways of room progression and they depend a bit on RNG and a bit on what you want to do.

The GTS should indeed be your first upgrade as it allows to increase squad size which is very important and makes things a lot easier as your inexperienced soldiers might miss a shot and you then need another soldier to secure a kill.

If you are short on engineers or expect to be, yet have enough supplies, you can get a Workshop up early in the middle field two rows down. This way you can double 1 or 2 engineers (when upgraded) to get 2 or 4 respectively to be used in adjacent rooms, even on excavation.

You can build a Resistance Ring now as the WotC resistance ops effects/rewards are pretty strong and help you ugprade your soldiers, too.

If you did get the Workshop and you can afford to waste the research and resources on it you could aim for a Comms room to get more income in the long run. This is very expensive though as you need intel and supplies to expand on the world map, though you quickly get your supply investment back with rewards for monthly cycles. If you do that can also start to slowly move towards Avatar facilities to avoid any future pressure in case RNG fucks up other attempts to stall the progress.

If you ever want any PSI trained soldier at all the PSI lab has to come next due to how long it takes to train and level the soldiers. You should build it on a power coil if possible as fully upgraded it takes 10 power (which becomes 0 on the coil). That is more saved than you'd get from building a Rower Relay on it.

With WotC and your troops becoming tired you shouldn't have had issues with healing rate but you can next build the Infirmary, though it's mostly to remove negative traits that make your soldiers useless as you will continue to rotate between 2-3 squads anyways.

The Proving Ground is next, then Shadow Chamber (build on power coil).

coming from the og X-coms, RNG is more prevelent in the firaxis ones. In the originals, bullets were actually bullets and could hit shit even if you "missed" so if your right in front of an ayy the bullet is pretty much always going to hit since the deviation of a miss from RNG would still put in in contact with the ayy and damage them while in the new games a bullet could pass through an ayy and won't hit because the RNG decided it was a miss.

I wouldn't do that for sakes of RNG. The GTS is always the safer option. If you lose a high XP soldier to a bad combat roll situation it sets you back more significantly than it did before WotC due to the time it takes to level a new one - after a mission (or two short ones) they are too tired and need to rest, so they level slower and you unlock important upgrades (not even mentioning soldier performance) far later than you did before WotC where you pretty much just used the same guys for each mission.
The later Resistance Ring also enables you to save over a month on construction delays by getting the Workshop, which is crucial mid-game to not get progress blocked. WotC has fairly tight timings on avatar progress as you often have to crawl around the worldmap to a facility and 30 days combined with XCOM typical RNG can cost you the campaign.
The interesting Resistance Ring missions are also rank capped and you have to level a few classes first to get important things done. Even later in the game towards trying to make a move against the individual Chosen you will find XP being short in supply for the Ring operations unless you min-maxed perfectly. A delay of 3 weeks on the RR really isn't that big of an issue.

Unless you play on low difficulty (you shouldn't, it makes the game far less fun) or save and reload a lot it's likely your XCOM campaign fails on your first playthrough as you weren't fully aware of all necessary mechanics.
War of the Chosen in itself is a wholly different campaign with different progression mechanics and therefore you can't use it on a default campain - unlike other games WotC does not take place after the main campaign, it takes place on the side and brings a lot new stuff to it so you have to start fresh with it enabled.
The same goes for the other DLC, they're meant to be done on the side of a campaign, not after one is nearly finished - there are gear upgrades and as such progression analog to the normal gear upgrades in them (and increasingly more difficult enemies, too).

The Avatar project is an absolute joke now. You can play the strategic layer indefinitely.

As for normal missions there are loads of ones where there are no timers, there are ones where the timer doesnt start before you break concealment, and so forth.

There is an option to double the timers in the campaign starting menus. You can also double HP of everything or make dark events permanent. Aside from that there are a few new things to mess with mission and Avatar project timers like special resistance projects that reduce Avatar progress or passive traits that prevent a mission timer from starting until your squad is discovered and out of initial concealment. When a Chosen appears in a mission the timer is halted until he's defeated (in case you don't withrdaw).

I'd not double them though - active management is now part of gameplay and you have plenty of tools to handle timers. Doubling them just removes this aspect of WotC. Keep in mind that losing a mission due to shit going wrong is part of the game. It's a lot more fun if things can go sideways (like mission objectives dying, you running out of time or all kinds of other shit). This means you might lose stuff and have to make progress back but that in itself is a challenge. XCOM in itself is like a roguelike - sometimes you get far after many hours but still die to awful circumstances and lose progress.

Jesus fuck chosen bases are hard as hell. I assaulted the assassin one because she had 4 bars of xcom knowledge so I figured it was imperative to do it soon, and I got fucked so hard. The real meme is that you only get ONE CHANCE in your entire campaign to assault each base, if you fail you're stuck with that chosen forever. I'm playing on iron man as well so I'm just gonna have to deal with assassin fucking with me for the rest of the game.

Here's a piece of advice: wait until you're completely decked out before attacking a base.

The only difficulties worth playing on are Commander and Legend. Legend is perfect min-maxing terrotorry though and not for beginners at all. On top RNG can fuck you so hard that you lose the entire campaign if too things beyond your control go wrong.
Commander is the way it's meant to be played and the way you have a decent challenge. Rookie is the worst choice you could have made as it reduces the amount of enemies in a pack and that means the game isn't challenging at all and mostly feels tedious as you don't even have to think about what to do as you outnumber and thus outgun the enemy at all times.

Just to clarify what the others already said:
In that new upgrade screen you access via the Training Center you can spend AP to unlock the other class abilities you didn't pick when levelling up (means you can unlock the full tree if you have enough AP) but you also get a third choice that isn't visible in the talent tree at the bottom row. These did technically exist in vanilla XCOM2 already as random levelup rewards - sometimes you got a cross-class ability on a soldier when levelling up. Now they can be unlocked for AP instead.
As such you can get abilities or passives other classes have and there are some incredibly good synergies but if that third perk per rank is useful depends on luck alone. Without mods there's no way to see which ones you will get at higher levels so you have to level the soldier up and throw him away if the rolls were not good and you want specific ones. This is obviously not viable as levelling soldiers takes too long. In the end someone with great luck might get a super soldier while someone without gets garbage perks with little to no synergy to the class itself. Though there's no need for the third perk to beat the game anyways, it's merely for sakes of building totally overpowered and broken dudes with endlessly changing attacks or silly surviability.

Destroy enemy cover with nades
Bait them with one soldier and pull him back so they chase into an overwatch trap
Always have two ways at least to theoretically kill every alien
Alpha strike as much as possible
Use your abilities relatively freely, 'saving' them too much and sitting on them just gives the ayyys more chance to kill you
You can yellow move for the first 1 or 2 turns usually
Specialists can hack from anywhere as long as they have LOS
Give your first Ranger the Phantom power, use him to scout, and on Retaliation missions to rescue people
Get Battle Scanners for your first Retalliation if possible, definitely for second
Shotgun critical hits on flanked enemies usually kill them in one shot
Combat Protocol
GTS, rush Sargeants, AWS, Power, Workshop or Radio
Modular Weps, Xeno Whatever, Advent Officer, Advent Trooper, Reistance Comms, Mag Weps, maybe Mimic Beacons depending on difficulty
