I could give u my specs if needed but to make it simpler i was able to run DA:I with most options on medium/high, the main problem i'd have being loading times (which i guess is also due to me using an HDD)
frostbite engine was the cause of your loading it made me not play inquisition anymore that said you could absolutely run it on at least medium if not some settings on high the game is more optimized than inquisition and has no DRM

I ran it fine with an fx 8320 and an r9 270x with most things on high, and that hairworks nonsense turn off. It overheats my cpu a bit but that's normal behavior for the fx line.
