Download the rar and extract the .ESL files. Change the extension to .ESM and and then do one of the following:

The texture isn't decent, first of it doesn't fit the theme at all, second it's just a bunch of textures tiled, it has zero details. What the person did was download some photos of metal textures and tiled them over the texture. Which is why the specular and normal map are garbage. Do you know why the original looks better? Because it was made by a talented artist from scratch, which means he made a high poly sculpt to source his normal map and specular map from. He actually tried to fit the theme and wasn't looking for the highest resolution because he had restrictions when it came to the model. None of that is applied to the nexus work one. It's a shoddy quick attempt made by a person that has no knowledge how things are actually done. I could whip up the same garbage the nexus modder did in an hour and it would look better and actually fit the theme. Making a high resolution texture isn't hard, making a good texture within constraints is hard, it's called talent and is the reason why the nexus modder is a modder and the person who made the model and texture got paid to do so.
