Energy weapons is solely an endgame skill. Did you seriously expect the game to just hand you a plasma rifle on a silver platter?

Repair is for repairing map objectives and props like consoles, water pumps, shield generators, etc.
Repair as an essential skill for maintaining weapons and armor is something that was added in FO3.

Repair is actually a pretty good skill because it lets you loot the Glow with impunity, energy weapons aren't *that* rare, and Sneak actually sucks due to shitty implementation.

10 Agility. Either high Strength and Endurance for Unarmed/Melee (don't bother with melee in 2, it sucks compared to Unarmed), or get at least 8 Perception for the Sniper perk. Try to use aimed shots as much as possible, since it increases the chance of a critical and can cripple enemies, making fights a lot easier.

Slayer is the Unarmed/Melee equivalent of Sniper, and either way, everything is probably going to die. Better Criticals and More Criticals are also good.

Critical hits in general are amazing in Fallout.
