Fallout 2 is obnoxious in the sense that you are forced into melee combat from the beginning whereas in the original you started out with a pistol.
If you really want to cheese fallout 2
>Tag skills should be: Melee weapons (for temple) Small guns and Gambling (yes gambling).
Also Perception effects aim modifiers such as distance and light level but not your base accuracy. The skills are what give you accuracy with specific attacks. You'll want to maximize SPECIAL points, so go for Gifted and Small Frame (which is a pain in the ass due to decreased inventory capacity) Always put 10 points in agility. Always.
When you get to The Den, murder Flick by shooting him in the eyes at point blank range (none of the other townspeople will care and his entire shop inventory is lootable). This will tie you over to get you on your feet.
Once you get to New Reno you should get your gambling skill over the 100 mark, go up to a slot machine, and you should win most of the time. Just tape your keys down and go out for a while and when you come home you'll be rich beyond your wildest dreams
Then go to San Fran and the weapon shop will usually have a Gauss Rifle for sale. It's pretty much THE GUN. Long range, accurate, light weight, Will 1 shot almost anything with a critical hit to the eyes.
And that's why Fallout 1 was better.

For the most part with wildlife encounters 10 agility allows you to take a shot and then run 5 spaces. A radscorpion or a silver gecko will never touch you. I liked that part about it. What I didn't like about Skyrim was that there were a whole lot of choices and very few decisions. You had a whole array of choices and the correct choice was "all of the above." It really robs the gameplay of potential depth. You have a choice to sneak into a shop at night and steal all the alchemy ingredients and make a bunch of potions and then sell them back to the vendor. And you will do it because there's absolutely no consequence for doing it and it increases your skills and gets you rich.

The combat is nowhere near as bad as people make it out to be. I had a really intense fight in a Daedric shrine for a Fighter's Guild quest where I had to jump back and forth between two platforms to get into spear range and then out of his stabbing range after attacking. Got a suit of full ebony armor out of it.
Plus, the magic is super fun.
