That said, there are games that do this, and it harms the gameplay. See Black, where the enemies don't bleed when shot, so you really don't get any indication that your weapons are doing damage or not.

In a game like Omega Labyrinth, removing additional breast sizes would remove indication of your level, so that'd be a problem for the gameplay. In a game like Senran Kagura, where the entire appeal is around breasts, that'd be one thing.

When it's just a couple characters having edited costumes or bust sizes in a game that's not about it, and a game where they don't do anything for the gameplay or story (story in an ASSFAGOTS LOL) nothing is actually lost, and thus, is insignificant, and perfectly fine to remove.

You mean publisher not devs. Korean/Japanese DEVs usually don't even think about that since what's considered acceptable there is fairly different to what's "acceptable" overseas.

Now the biggest issue is that most of Director/VP of external communication are going to be old people whose biggest fear is to get a social media shitstorm or just being called out in a review, yes a single review is enough to make them lose their shit.

So nobody is willing to take a risk and they'd rather see a nichegamer article complaining about censorship than a kotaku article calling their game out since it's sexists, doesn't portray woman properly etc.

The thing is you're not the one making those calls and it's not like your opinion has any value on the matter since you aren't qualified for that job AFAIK. (I'm not saying that I am by the way, but I understand how the process work having lived it from the inside.)

The Localization Team (and to a bigger extent, the whole publishing team) is often free to make calls on what they want to see changed in a game they publish, at least that's how it works in most companies. Depending on changes requested, DEVs will demand explanations to justify ressources spent in processing those requests.

If your Localization stakeholder wants to push his own political agenda and request changes without being able to justify them, DEVs will refuse and nothing will happen. But most of the time DEVs are actually fine with adjusting woman appearance to avoid a possible controversy in the West. They are just as guilty as people requesting those changes in the first place as they accept to censor their own work.
