You still need to think about positioning and target prioritisation, it's not balantly OP.

The highest damage potential in the game is found through sniper rifles. Psy arms you with control options.

My opinion is an in game map would be great.

I played as a stealthy knife-wielder with liberal use of traps and throwing. Dex is an awesome stat since it governs so many good skills and also lowers the ap cost of knife attacks.
With proper positioning and item use, i would imagine a similar build with a rifle would be pretty doable. Keep mobility in mind, many enemies can be outrun and it's important to duck into cover with your movement points so ranged enemies have fewer or no chances to shoot at you at all.
Get a shield ASAP and use it liberally, I got one very early in Junkyard by killing everyone in the gambling house and it was a massive boon.
Don't overlook throwing nets, bear traps, and caltrops. They're cheap and easy to use and immobilizing enemies, especially melee ones, is invaluable.
Wear a tactical vest against any enemies with guns, especially sentry bots who fire many weak bullets.
Spam consumables, they're easy to get and very strong.
Feats are generally super valuable, take a look through the ones available and have a general idea which ones you want so you can distribute stat points accordingly.
