Steam boxes failed because they appealed to a market that didn't exist. PC could have all the couch games in the world, nobody was interested in a weird PC/console hybrid, which very likely carries the drawbacks of both.
The real issue is that they're a solution looking for a problem.
Most people with Steam accounts already own gaming-capable PCs (or have just enough horsepower to play Dota2/CSGO and that's all they want). Those who want PC gaming on their TVs have a myriad of solutions: HDMI into TV from PC, Steam Link if their PC is too far and they don't want to set it up, or use a cheap laptop to stream games from their desktop.
Even if we go with a user who doesn't already own a gaming-capable PC, the Steam box is still a pretty bad proposition, given that they're generally expensive for their processing power and hard to upgrade as they age. If the user wants something small enough to fit inside an entertainment center, there already exist plenty of small form factor PCs cheaper than Steam boxes.
In the end, the only people buying Steam boxes would be people who didn't already have gaming PCs but somehow have Steam accounts and want a small PC purely dedicated to gaming with no other functions to put on a shelf. Can't imagine that market is particularly big.

They failed because they were way too expensive and no-one understood what the fuck they were. And besides that, Steam OS was not going to succeed with the meager compatibility it had with most games.

Games like Tekken and STEEP work just fine from the couch due to there not being any small details worth squinting or leaning forward for. Shooters, RPGs, RTS, forget about it. Impossible to see from the couch. I have to chill on the floor if I want to play those on my TV
