Oblivion did this but it was less literal about it. That is the reward potions you get for it are shitty in comparison to what you can make yourself. New Vegas almost does it, but you do get a bunch of deputy badges and a unique laser pistol out of it so it isn't totally a waste.

Yeah but GTAV did it they did it in a way that made it seem like they were purposely trying to get people to "look at all this effort we put into designing the ocean floor!"
