It's quite simple:

The modders made the mods. They should get paid whatever they feel they are entitled to if people want their creations.

Bethesda has not made the mods and is just trying to milk more cash out of their games. If they do that by making their own mods and DLC then all power to them. I'm sure people will fork over a ton of money for more horse armor. Instead, they're being both greedy and lazy by trying to profit off other people's work. Though they may be completely within their rights to do so, I don't consider it completely ethical.
