Saitama is not fighting at all, just trying to buy groceries or something so his movesets would be just casual actions like pushing a shopping cart or picking up a quarter etc. Like Phoenix Wright in MvC3. If you 'beat' him, he just gets bored and walks away or realizes there is a sale and dashes off. Would have a serious mode insta kill like Guilty Gear.

Saitama is the only playable character and he only has one attack.
There you go, it is perfectly balanced and entirely reliant on the player's skill while still maintaining the theme of One Punch Man.
Alternatively, Saitama survives more than one hit and gets to go Serious Mode since he's fighting himself.
Again, still perfect balance because everyone has the same moveset and it is reliant on player skill.

If so then it's simple, like another anon said, Divekick exists
You can have other characters like Genos or Sonic play normally, with all their own hyper powerful skills and whatnot
But Saitama, he for example needs to charge to do an attack, and he is difficult to control, either he moves too fast or too slow, and his attacks are all just different versions of a single punch with hard to execute commands depending of what you want to do and how much charge you have, you can beat the oponent with one single basic punch/slap or you can get full charge, use a serious punch attack and completely destroy the stage and your opponent without barely touching them.
The only way to beat Saitama is by getting time to run out in which case he gets bored, leaves and the oponent wins no matter how much health the opponent has left.
He can be pushed away by attacks from enemies, the difficulty would be on landing the one punch he needs to win.
