Not as long as you fly low enough to be considered outside of airspace. Seriously, just stay below the height of your average building and away from airfields/military bases and you'll be fine.

Even with that said, flight could only be useful if you can actually fly at significant speed. Ideally around 100mph would be good (any faster than that and the air friction would start to become a problem for your squishy human body). If it's just running speed flying and it tires you out the same way as running does then it's fucking useless because the only practical use for flight as a super power is efficient, cheap travel (even then don't expect to be making trips overseas unless you like passing out before you get anywhere near the country you were trying to get to and falling to your death in the middle of the ocean).

So from a practical perspective, if it's fast flight and it doesn't fatigue you like physical activity does to do it then it could be useful for traveling around in countries without having to pay for gas/bus/train fare.
Ultimately invisibility has more practical uses but almost all of them are illegal. So in a real world scenario both are pretty useless powers unless you're really keen on traveling around the country or really want to become a thief or photojournalist or something despicable like that.
