They invaded Earth for its teleportation and portal technology fucktard, the water and resources plot is literally from the hl2 beta. The combine have portal tech but it's total shit compared to Earth's, but that has been working well enough for them so far so they really didn't NEED Earth's portal tech before they discovered it. Furthermore if the combine actually have a dyson sphere, the resources devoted to keeping Earth in check are totally miniscule, Earth is just a convenient backwater to them, they don't particularly care enough about it to send their full potential or Earth would be subdued or annihilated utterly. The greatest thing about the leaked ending is that you truly realize how futile the resistance is and how totally irrelevant Earth truly is from the combine's perspective.

its much easier to have teleporters on alien worlds and just teleport the stuff 2 their system . and presumably they cant just build teleporters to wherever they want and only to places that have biological(xen) or technological(earth) teleportation . thats why they send their slave\assimilated races after planets like earth that open teleporters to places they conquered , cheap easy resources.
