It's not so much that he's overpowered, it's that he's situational, and thanks to the meta, not many situations pop up to where it's preferable to have him over any other DPS that could produce more reliable results AND have preference and practice with him.

But now with his added mines, mobility, and faster AND longer riptire, unless I misread the "timer does not go down while climbing walls note", he most likely will be more usable in the everchanging bullshit spew that is "the meta". I'm not sure if Pharah will still be used either against him or in replacement, but he's definitely going to pop up a lot more in games.

His hook used to have a 6-second cooldown, they changed it to 8. But the thing was the whiners were mad that Roadhog could punish them with instant death for being out of position, unless they were Tracer or Ana or Symmetra with their shitty hitboxes. They then chopped his damage by 33% so that he can barely one-shot Tracer if he gets lucky but they "compensated" it by letting him move while huffing his paint and he takes 50% less damage for the entire two seconds he's healing, which does absolutely nothing for him but let him run away for a second longer before he gets killed.

Yep. He's utterly fucked as both a killer and a side tank. If he can't kill and can't do anything else but drag people to him and have SOMEONE ELSE kill for him if he didn't drag them over a pit, he's not much use compared to any other side tank that can actually kill things or have specific focus in killing particular heroes.

My thought was to keep the hook to a 10 second cooldown or perhaps 12 at the most. But Blizz doesn't consider the balance of heroes and only wants to please the screaming masses by giving them EXACTLY what they want, which only ruins the game further and further, while also going on the notion that "heroes that are played the most in comp are obviously OP, so let's nerf the shit out of them and buff the fuck out of the most underused hero", or basically how they treated class balance in both raiding and PvP in Warcraft.

At this point, they either need to realize that they're fucking up here and need to put actual thought into how to balance the heroes for competitive use or have the screaming masses yell at them that now no one is fun to play which will have them respond with a mass balance change, which I doubt either will ever happen. Sucks.
