The particular bit on it being an insult was taken from the imperial brochure that came with Redguard, I'd have to hunt through my box of game manuals to find it but there's a lot of little insights in it. They're not all cannon anymore as the lore has changed around so much from when that was written (unfortunately - most of it was fucking vastly more interesting than any fantasy world we've ever seen depicted). The thing is written like an actual brief summary of the Empire as written by a scholar in the Empire.

There are sidelines in the margin that appear hand written. The author of these margin notes is apparently an Altmer who is touring the provinces and noting discrepancies and falsehoods. In general you get the feeling he or she is scouting the empire for weakness and reporting back to an uncle in the Aldmeri dominion.

At one point in the brochure the imperial scholar summarizes dwarves and mentions that they hold the name because they were short. The margin note right next to it divulges at the very least the Altmer's opinions on this diverge with something to the effect of "The humans are always so preoccupied with the immediate implications of a thing and do not consider that such a label could be about anything but their size."

There was a few other "corrections" made by the Altmer throughout that portion and there is a general sense of seething derision towards the subject matter itself rather than the dismissive haughtiness that peppers the Altmer views on just about everything else.
