It's in the psychotronics part of the game. A phantom is suppose to come out after saving or killing a guy in a cell near the weaver. Phantom never comes and ive been trying to re load saves for a while now.

I legitimately didn't get to the Arboretum til about 30 hours in and I loved every minute of atmosphere and world-building
So what is this game like?
It looked like Half-Life meets Bioshock. Didn't care for either of those. Yes I know thats weird but HL was a big nail in the coffin of old school murder-a-thon FPS and Bioshock just seemed a bit up its own ass showing off how clever it is with its special power kills, which were neat, but being a demi-human takes a bit of the scary out of the stuck underwater with monsters idea.

You should go to the other side. Saving or killing that guy is inconsequential for you getting out of Psychotronics. You should have to restart an experiment and fight an electrical phantom

It's very bioshock with a bit of system shock mixed in. Strongest point I liked was the plot doesn't lock you out of areas until they're relevant, so you can wonder off the path and explore a fully designed space station. Even areas blocked off because of hull breaches can be accessed from the outside.

The locked door won't open until you complete the other test that is on the opposite side to the test room you're in.
The test that unlocks the door involves a dead body being turned into a phantom.

That screenshot was of the first lab, the other one was suppose to have a lightning phantom appear but he never did, so i had to reload an earlier save. I thought both had to be done to open lockdown, wasnt sure. Ik the post sounds negative but i do like the game, but i had to reset a couple hours which isnt fun.

Also this isn't just a difficulty mod, it does so much more. For example, it reimplements many of the cut features that make the game more hardcore. Getting a hemorrhage trauma will cause you damage if you try to sprint, so you have to have some healing gel on hand or visit a Medical Operator to get rid of it. This adds meaningful tension to enemy encounters and makes you more wary of your surroundings and your resources.
The mod also changes how food works, rebalances the skill trees, and more.
