Because G-Man has no clear end goal. He started the cascade who lured the Combine but also re-awoken Gordan to help fight off the Combine occupation.

And him basically dumping Gordan and picking up Alyx is also interesting. Besides, the portal technology in the labs can only be used on special goo and requires sightline of the two points. Borealis goes through space and time without a sight point.

Frankly the story for Episode 3 sounds like they intended for Portal 2 and Aperture to be very different. I almost wonder if a change in Portal 2's tone and direction caused delays (and eventual cancellation) in Episode 3.

Portal 2 takes place in the deep future, and Episode 3 ends in the deep future. If they happen to exist around the same point in this future then this could mean many things, both in terms of the lore, and what Valve had cooking at the time.

Assuming the Combine ultimately succeeded, then that means Gordon and Chell are the last remaining human beings on Earth. This is obviously major, and would suggest that Valve's decision to move Portal 2 into the future wasn't to distance itself from Half-Life's plot, but in fact to put itself directly in its trajectory. The Borealis cameos in Portal 2 somewhat support this, and perhaps Valve was, at least at one point, looking for a way to tell a more complex narrative using two different franchises, which given their work in experimenting with different storytelling methods with Left 4 Dead, isn't a stretch.

It's also entirely possible that Episode 3's ending inspired the team to use the 'deep future' concept as the jumping off point for Portal 2. Given the surprise success of the original, the Episode 3 team most likely transitioned over to the Portal 2 project, possibly as a fun side project before returning to Half-Life. It's also possible that elements of Episode 3 aside from its cliffhanger ending were repurposed for Portal 2. Once Portal 2 was done, the timing for Episode 3 was way off, and returning to the project was even harder. It might not even be because of all the multiplayer projects as easy as it is to put the blame on those, but rather an indecisiveness on Valve's part whether to make Episode 3 way too late or to jump forward to Half-Life 3 without explaining why Gordon is in the future (because no doubt Half-Life 3 would've started there). There's no right answer, and that's not even taking into consideration the pressure put on them by the fans, which even they didn't know what they themselves were clamoring for by that point.

Nigga. Have you seen Aperture Science. It's fucking massive. Gargantuan test labs over and over again. A giant vault door with a tiny door behind it. Aperture is on a scale larger than any other facility I would bet.

It has some insane security systems probably. We don't see it but those turrets are for testing. I wouldn't be surprised if the entire facility was spaghettified as a last ditch security effort.

Aperture (portals setting) is mentioned axtensively in half-life, its logo is even on the borealis which is a massive plot piece for HL2:ep2 and subsequently the HL3 plot.

The borealis is also present in portal 2, the dock it was sitting is there and there is a rubber ring which tells the player the borealis sits there. Not to mention portal 1 and 2 reference Black Mesa repeatedly, which is the science facility in Half Life

There are quite a number of inconsistencies. If Aperture were overrun by Combine during the 7-hour war, would there be anyone in there? Doesn't really make sense -- Glados claims to have killed them all with nerve gas.
