WGC were the Dominion's original terms that the Empire capitulated to.

The Thalmor never intended to take the IC or destroy the Empire in one go. The forces in Cyrodiil were just supposed to be a distraction from their activities in Hammerfell. When they were able to steamroll the Empire with just their distraction forces they decided they might as well try to take them on directly.

The Thalmor got almost everything they wanted and more (the sacking of IC gave them many treasures) so the "First War Against the Empire" was a success for them. Actually, the only reason it wasn't more successful is because the Redguards wisely refused to give up 1/2 their territory.
