It is good writing.
It's a very good plot device to give different civilizations different tools. If the Combine had teleportation the entire story would be pointless and it would be over. Instead of the story sucking dick they give the humans technology that the other civilization does not, and that drives the plot forward.
This is pretty normal sci-fi stuff. Just look at Warhammer. Different civilizations have discovered different technology.
