It should have been a DLC, crota, house of wolves, and tkk were all cut content, rise of iron was the only dlc that was actually made after the game. They do a raid for the vex, for the fallen, and the hive, why not just finish it off with the cabal in one last dlc, and make a new story with new set of enemies with destiny 2, not resuing the exact same enemies for another 3 years. I dont even know what to expect to come out of the dlcs, probably another reskin of an enemy that has some unique ability like the
