I wouldn't say Dragon Ball falls into that catagory. The Tenkaichi and the Budokai games were a really fun set of party games or single player fighters if you really enjoyed the story modes like I did.
There was a pretty long drought before Xenoverse came along and put food back on the plate but now we're even getting Fighter Z which is basically a love letter to DBZ fans who've only gotten a couple of hardcore fightan games up until now.

Why isn't there a Naruto rpg? Imagine starting a new game rolling on your stats, chakra types and also having a really small chance to get a random kekkei genkai.
You would play along the main story of Naruto and get to see events from another perspective, find ninja scrolls with forbiden jutsu, do missions, get money for your ninja crib, interact with the original cast etc.
Of course it would be open world so you could freely travel between all hidden villages and what not. The story could take place over many years like you could start the game just before entering the academy and al the way to wherever the fuck Borutos story goes.
The combat in Shinobi Striker looks good for this but the jutsus should have more variety for example shooting smaller fireball that do less damage but use less chakra.
The possibilites are endless but the nips are retarded and will never do a proper Naruto game.

Because opening the Gates is the only actual claim to fame Lee/Gai have, and it's not even something exclusive to them since anyone could potentially do it with the right know-how on top of still being about to use Ninjutsu too.. From an in-universe standpoint there's no reason to spec Taijutsu only and nor does it give you any real advantage. Lee and Gai only did because they literally couldn't use Ninjutsu.
