I think the Horizon protagonist looks cool. I like her strong features and tomboyish air, and that she's a redhead. She's not cute by conventional standards, but I still find her attractive in her own way. The other girl in OP doesn't particularly strike my fancy at all though.

I also think 2B looks really cool, sleek and elegant and fashionable as hell. She's certainly cute by conventional standards, but still pulls off a very original and distinct design that's extremely recognizable and appealing.

I don't see why people need their characters to be perfect anime waifus, but I also disagree with those who feel characters shouldn't be extremely attractive by conventional standards. In the end it's about about how interesting the design is and how well it fits the game, and the character's level of attractiveness is part of this. If the Horizon protagonist looked like a Dead or Alive character she'd look out of place as hell, and not particularly distinct (DoA designs generally aren't very themselves). On the other hand, Link being pretty as fuck is fine, because the setting is more fantastical and it works well with the artstyle (ignoring the fact he's also already an iconic character and has looked somewhat similar to his other incarnations this whole time).

Beauty is subjective, and while I do think a "prettier" character could have been used for Horizon as well, the design they went with works for reasons other than just not being super-attractive. Her somewhat masculine features and solid eyebrows give her a strong look, and her wild red locks enhance this further while adding an element of beauty in a way that's not very deliberate.

Her design doesn't scream anything "progressive" to me at all, it's very practical and fits the character in theme and personality. I will say here I am a bit biased though, because I happen to like tough-looking, tomboyish, red-headed girls, and I think she's quite beautiful. Not because she's flawed, I just genuinely think she looks cool.

But it's still a very different look than what we got, and I think the devs made a choice that was based upon her character and theme as opposed to just not wanting a pretty character.
