It's mostly because most capcom games now besides monster hunter are outsourced even monster hunter world is on mt frameworks

Most Japanese devs have had a stick up their ass and refused to get with the program and use common tools and engines.
Instead they typically wasted loads of time and money trying to do all the frameworks and engine design themselves which resulted in lots of difficulty porting and generally bad performance save for a handful of exceptions where the devs know what they're doing like MT framework and kojimas engine.

Squeenix has realized this approach is absolutely stupid now and is using unreal for other projects but FFXV has been in dev hell for so long that moving it to a better engine isn't really an option.
