The whole thing with Chris was that he was trying to make Chris and Ashley get together. Josh mentions that they need some tragic experience to bring them together. Which is exactly what happened, he brought them together.
As for Sam, she was half in the prank half not. She agreed to it and didn't try to stop it. But she didn't fully partake in it.
I think it was because Josh mentions that Sam was the person he had the closest bond with, and that he thought she understood him more than anyone, but ended up feeling betrayed by her.
