There are a few exceptions to that (I can't recall the actual name but they were basically giant ostriches but had teeth and no beak) who had more complex feathers but they were for display only.

My point was still that it was only theropods, who had feathers, was quite a few of but not all of them, and they ranged from primitive to complex feathers depending on the species.
