While it's technically a bottleneck, no one really calls it that anon. A bottleneck will usually refer to a CPU bottlenecking a GPU. But no, you'll be fine. I've heard good things of Ryzen though so you might want to check those out.

No, not really a good time for parts right now. Bitcoin mining became popular enough for GPU prices to skyrocket and RAM prices are still pretty high. HDDs and SSDs are cheap though. If you want, you can get some of the cheaper parts now and wait for the other parts to go down in price first.
