Sometimes they do; but here they didn't or at least didn't very clearly. They were employing 600 people to make 1 game; that involved a lot of outsourced and even if it didn't it would have been expensive. And worse than being expensive is the expectation is a benchmark for ROI, and that includes attach rates for DLC Capcom overprotected as well.

This was a flagship launch and it faltered. Based on Capcom's actual IR sales projections instead of off the cuff remarks from game producers saying "hey I want my game to sell 10 million!".

Having over 600 staff members and more than two thirds of its overall sales come at a discounted price isn't a healthy outlook. It's why Capcom called it a failure. They spent more than the got back.

RE7 they spent a tiny amount on and only had 120 staff working on the games. It sold a fraction of RE6, but because of how cheap it was, it turned a profit as soon as it launched.
