Same on all platforms. It's part of how the gold skins work. Exact details aren't known but likely has to do with the normalmap texture thing used on the weapons. I'm guessing the code checks how dark an area is to see if it should sparkle.

Truth be told, I don't have one single main. Overwatch is about being able to swap heroes on the fly to adapt to a situation. But for some reason, everyone calls you autistic for doing that. So I just said I main Reaper, since I've been playing him the most lately. I can still play basically any other DPS, especially Soldier and Tracer, but I can also play Zarya, Mei, Torb, Symm, and Zen as well, if needed.
