Until the game is able to run without first emulating a virtual wii u to run it on (which is constrained by a virtual gpu/cpu) it is constrained to the performance of a wii u.

The resolution packs just force a change in constraint of texture/image output, which is handled by your gpu rather than the virtual one.Ill Put it like this, the game must always be handled by the emulated console before your external hardware can touch it. So if the wii u can only run BOTW at 25fps in an area, your emulator can only run it at 25fps in that same area. If you've someohow bypassed the wii u emulatiion altogether (which currently crashes any game its tried on) then yes, you are only constrained by your own hardware. But until then, you're constrained by the wii u's performance.

I tried this last night with the fence hack shit. Got 4k on a Radeon 480, Intel 7600k. But the fence hack made it unplayable with the physics weirdness and already having played 100 hours on wii u. It's too bad, going down to 1080 still didn't give enough performance to play without the fence hack.

I honestly don't understand why people care so much about a game having 60 fps.
I cant tell the difference between 30 and 60 unless you show me a side by side comparison. Even then, I know 30 is playable so I don't really give a damn. It would be a little nicer for a game to run at 60 I guess but I just cant be bothered to care about fps unless its really getting into unplayable territory like 15 fps and below.
