Dunno where you heard that because USA is a bad country to start with, you basically have no enemies ever again after you deal with Mexico, which is a very easy war. The best country to start with is Prussia, form the North German Confederation then the German Empire. Over the course of the game you will have to go to war with France and Austria and it also teaches you about the sphere of influence mechanic.
