He doesn't need to be but they chose to do it to cater to classic fans and this was in development before Mania so not-including him wasn't an option in their eyes at the time.

I find it weird how sega basically has 2 sonics in the same game now, like classic sonic is a little brother or some shit.

To be fair, SEGA has been rather quiet, probably not wanting to give too much of the game away.
