You should be able to clear two sets of blocks at a time as long as you're one the correct side of the four block staircases.

If you are getting crushed, don't stand between two blocks, it looks like there's enough space, but there isn't.

If you are drowning, remember that water physics is generous in sonic and you can jump farther than you think you can, also you should rush this section before the water even shows up.

Lol, Sonic 2 was my first game when I was 6 and this spot used to be the point where I consecutively lost all my lives. The first year I played the game I rarely saw past it.

You literally just have to be patient and time your jumps carefully. You will only be in any serious danger of being crushed or drowning if you panic and wildly jump around.
I guess another part of the problem is that in both Sonic 2 and Mania this is the first time you'll be doing any considerable platforming underwater which can throw you off since although it isn't hard its not by any means the easiest platforming in the game when you're dealing with physics you're not used to.
If you played Sonic 1 first though you'll be completely used to the underwater physics since you have to deal with worse than this in Labyrinth regularly.

1. Step/Stay onto one of the Blocks (watch the animation)
2. Wait for the higher Block to move towards you
3. Jump
4. Repeat the first three instructions again until you're out of the chemical-infused liquid
5. Don't fall into the same trap again
