As for just extra content, Total Annihilation (1997) was the first to have extra content you could download which they offered for free. Then in 2002, Microsoft created the first DLC you actually had to pay for with Mech Assault.
Dragon Age wasn't the first to have DLC, but it might have been the first to have day-one DLC.

actually there were a lot of games before that which had DLC they were either more obscure or the flip and too mainstream(at the time) to attack.. Picross, Star Wars: The Force Unleashed, Resident Evil 5, Phantasy Star Online v.1, and a few others that escape me had day one/zero dlc that had some price tag to it.
