Sega wanted to see video games expand and not censored whereas Lincoln and by extension Nintendo wanted to be cunts keep their Stranglehold and keep video games in the early 90s. The most we know is that they were also planning the digital purchases only thing and not including a disc drive, and judging by the way the PS4 sounds like a vacuum the moment it has to use the disc drive for anything, it's pretty easy to believe that it's possible that it was a last minute change/addition and they got the cheapest they could get, which again, knowing Sony, is right up their alley.

I think Phil Spencer definitely tried to push for the same appeal the OG Xbox had, where it had a lot of well known western titles, but also had plenty of neat, niche eastern games, but it just didn't work out. Japanese companies typically don't work very well with Western ones I'd say, and I think it has to do with having to work with a more strict deadline than eastern developers are used to working with, but really, don't quote me on that.
