Barring this gem of a movie Street Fighter is probably the worst overall. It is just excused because the characters have so much personality with their character animations and arcade endings. With how terrible fighting game plots tend to be I suspect that fighting games just don't lend to good classical plots at all. A protagonist driven story is pretty odd in a media where all characters are essentially given protagonist treatment in-game.
