Watch Dogs. You can even drive in first person behind the wheel.

GTAIV with first person mod and Jazz radio on, saturation down, rainy weather.

gta5 is best. when youre driving aimlessly you can really immerse yourself in the detail. make a custom race with checkpoints way far away from eachother and you can even cruise in an empty map

Anything other than GTAV? I dislike GTAV because of how repetitive it is and how grindy it is.

if racing games count, the newer dirt games are pretty decent and let you drive in the rain at night

if youve got a ps4, the rain effects in driveclub (i think thats the one) looks amazing. Best looking rain + racing game ive ever seen. I havnt heard great things about the gameplay tho
