Alpha Protocol has sub-par gameplay but an excellent story with choices.
Hotline Miami has a bare-bones story but fantastic quick gameplay.

If you can't appreciate both, or put one over the other, you have poor, unrefined taste. You should be able to appreciate all good games.

You can't judge a game by its "gameplay" (whatever the fuck that means) when it's focusing on atmosphere and story telling. Inside, is an amazing game. Yes. And I hate to be the one to tell you this, but "interaction" is mechanical in nature, i.e. a game has a state, and the user inputs something to change the gamestate. That's gameplay.

Music, story, graphics, etc. do not change the gamestate because they have nothing to do with input. The most input you get out of a film is pressing play on your remote. The most input you get out of a book is flipping a page. You don't interact or input anything onto an oil painting, unless you want to get chased out of the museum by the cops. So on and so forth.

Interactivity is the heart of games, much like the motor is the heart of a car. It drives it forward toward purpose. Your car stereo, its paint job, and how it smells are tertiary elements. All of them can potentially be bad, but oftentimes it doesn't matter. In contrast, nobody values a car that can't run its motor, however.

Let me give you an example, so you can understand my argument. Brothers in my opinion, was a great game. You can't really praise the game's actual gameplay, since it was just standard third person mechanics. But towards the end of the game, when you have to press your dead brother's button in order to swim the game delivers something amazing that can only be delivered through interactivity, even though the actual mechanic of pressing both buttons can't really be considered "great gameplay".

The same applies to games like Inside or Hellblade. What they offer can only be delivered by a game, yet the actual mechanics of their gameplay are average at best.
