Depends on your performance target. If you're going for 60fps then Ryzen I'd say is the better value, 144hz Intel all the way. Look at the Vega bundles though, you actually get a lot for your money with that.

Not even sure if it's a good idea to buy an of those GPUs before they release a rebrand with various bugfixes next year. In my experience the first version of AMD chips is always severely flawed and ridden with bugs.
I'm also sceptical on the pricing situation. HBM2 being incredibly expensive drives up the price unnecessarily and doesn't net a whole lot of performance in return, particularly as the promised clock rates can't be reached.
I'm not desperate for a GPU right now but Vega isn't doing it for me so far - nVidia can just drop price for their 1 year old products and compete again.

It's a complex subject and ends in lots of memeposting. What you have to realize is that most games on the market right now still hinge on core clock (means single-thread performance) which gives Intel a slight advantage. Ryzen would pull ahead in any real-world scenario in which you run a game and a few dozen applications on the side (music, voice chat, browser, monitoring tools, maybe recording/streaming software, antivirus and all the other minor crap) and don't want to have frame drops from the CPU choking during intense moments in the game.
I'd personally go with the Ryzen in hopes games are multithreading better over the coming years to future-proof but that's a touchy subject as you essentially gamble with hopes and dreams. If you go with a 4-core Intel CPU for maximum current and old gen performance but future titles all use up to 8 cores (keep in mind the console generation is about to cylce so it's likely 4-core optimization is on the way out), you can benefit. If you do any computation intense work on the computer when not playing games the Ryzen is the better choice, too.
Just keep in mind that a not-overclocked Ryzen is going to suck big time compared to a not-overclocked Intel as the 4-core Intel CPUs reach higher boost clocks than the 8-core Ryzens do.

In terms of GPU I advise to avoid the 1080 for cost/performance reasons. The 1080ti is fine if you need max performance for high-FPS gaming or higher resolutions and the 1070 is fine for anything else but the 1080 has awful cost/performance ratio. You should look at actual benchmarks and see if the 1080 runs any game that a 1070 would not run equally well - usually there are only 1-2 titles you might want to play. Always compare minimum fps, not maximum.
You can also wait until the AMD custom models come out over the next months. Perhaps a Vega 56 is a cheaper alternative to a 1070.

In the end, kind of yeah. The monitor is a horrendous purchase considering that the whole point of Freesync is monitors below $400. Wolfenstein II and Prey I think are a fair value. But unless you can sell the code for that monitor to make an extra $20 it's kind of a dead weight.
