If DICE can make a game that looks good , sounds good, and runs relatively well. They're not bad devs they're just controlled by EA. Battlefront is almost cgi detailed. It's a really nice looking game bf1 as well.

It's basically laziness. Other teams know they can get away with 30fps, so why put all that effort in to optimise?
It would cost another $20 million and normies don't even give a shit, so there's very little incentive.
Also, DICE are making a AAA competitive FPS, so they are basically making a game in the only genre where players actually care about framerate.

Optimization, it's the same reason why Halo 5 runs really well on Xbox compared to other AAA titles, they only had one platform to focus on and were able to spend much more time optimizing it.

theyre fucking wizards. also they actually put time into research and development before the game which let them use huge realistic textures with small sizes or something to that extent. There is a nice Dev talk in youtube somewhere, really technical but really interesting.

DICE are great technical developers even if their social and design principles are outright malicious. I wont buy their games on principle but praise where it is due.
