Payday 2 does hostages in a simple way. Having hostages extends downtime between police assault phases and you can trade them to get team members out of custody. You can also convert hostage cops to fight for you with a skill as unrealistic as that is.

Saints Row let you take hostages. It was kinda meh and mostly a overpowered melee move.
