You can't do a build of Jotaro. The best you could muster is a generic punchy build, but then you'd simultaneously be playing as Jackie Chan, Muhammad Ali, Bronson, Kenshiro, and One Punch Man, which might sound well and good until you realize how stupid and uninteresting the hand-to-hand combat is in this game. At which point you turn if off and go play God Hand or Capcom's JJBA instead.

It might be kind of difficult but what you could do is make your follower do all the fighting, like how in JoJo they make their stands do all the fighting, and only occasionally do things yourself if necessary. Probably get boring though

Your SPECIAL, Perks, etc.. are worthless in Fallout 4. It will feel the same if you have 4 in all stats of 9 in all stats. Fallout 4 is a joke.

The best Fallout to do a Jotaro Kujo build would probably be New Vegas + Mysterious Stranger modded to Star Platinum
