PSP has Persona, MGS, Ratchet and Clank, God of War, flawless SNES/GBA Emulator, plenty of other PSP games that I didn't mention.

DS has a huge library of good games and can play GBA games.

Modded PSP. Get a nice memory stick and you'll be set with PSP, GB/GBA, SNES, PS1, NES and Genesis titles, all for free.

The only memorable PSP games (MH FU, MG Acid, FF7 Crisis Core etc) are mediocre at best. We all convinced ourselves they were good at the time because the PSP had long stretches of nothing as the DS had a billion games coming out all the time, and a great RPG library in general with Square Enix and Atlus exclusives.

SNES/GBA isn't perfect but it gets the job done

If you really need cheap then DS, I just bought one for $10 at value village but 3ds will be the best if modded since it plays ds and every other older Nintendo shit easily.
