Technique probably means a bunch of stuff like how the character deals with pressure, oki game, neutral, mixups, etc with their movesets. Or it's their combo potential.

Then the second one was purely discussion and this one is now just anger toward the mods for shutting down threads with actual discussion but leave up 5 sonic mania threads all talking about the fucking Opening cinematic and stroking themselves to the thought of playing it in like 3 days.
