It's a spinoff title and most likley a lot less marketed, and it had a really shitty reputation on release.
That said it's not like NV undersold Fallout 3 all that much. Across all platforms there's it's only about a 1 mill difference. And it sold more than F3 on PC.

Fallout 4 just hit it right with the hype train from day one, and it had access to all the Skyrim casuals the other Fallout games didn't have.
