Maybe Xenoblade because it had some original locales. Both had shit gameplay tho.
Say what you will about Todd and modern Bethesda. I'll agree with most of it. I do insist that Todd doesn't hate RPGs though, that he isn't making them worse. He just has a different preference for them. He clearly prefers exploration over combat or story, and he focuses his mechanics on perfecting that.
FO4 aside Bethesda's big names at least do exploration well. Very well.

Honestly I didn't play a huge amount of it. Enough to form an opinion but not enough to really understand it. I mostly just know I didn't enjoy it nearly as much as the other modern FOs or TES games.
I think I might have done one of those. Something something super mutants and gore. Was okay.

I just finished a heavily modded Skyrim playthrough. I'll probably go with FO4 after I've had time to cool down from open world stuff. Give the modding community time to grow as well.

As someone who owns the game, enjoys the game, and also bought the overpriced DLC, I think you are wrong. To me, BotW suffers more from the open world issue more so than even Skyrim. Every "puzzle" is pretty much solved by climbing up a big mountain and gliding over to the solution. I can also be riding on my horse for 10 minutes without seeing a single thing that says "come explore me". The only thing that really demands full exploration is the Korok, and it doesn't even feel that rewarding. At first, the extra slots is nice, but soon becomes pointless.

As much as I love these two, Fo1&2 aren't exactly open world. It's more HUB-based. Outside the towns and cities, stopping on the map manually will result in... nothing. A empty square of land. Random encounter at best.
