Rosalina is probably the only character in the entire Mario series that developed popularity in a manner that felt natural.

Normally characters are either given a huge marketing push immediately after their introduction (Yoshi, more recently Bowser Jr.), and then dropped if they don't work out (E. Gadd and Petey come to mind), or otherwise characters just abruptly become popular out of nowhere specifically because of their unpopularity like Waluigi and Daisy.

I imagine Rosalina was originally intended to be a one-off character. The marketing push behind her came a while after her first appearance, and it took some time for spin-offs to get their shit together regarding her to consistently appear. The impression I get is that Nintendo didn't really know what to do with her since they didn't think she'd catch on as well as she did. It's a shame too since running her through the Nintendo Marketing Machine means she's doomed to get sterilized just like the rest of the Mario cast, which I'm sure none of her fans would've wanted. Baby Rosalina is already a symptom of this.
