It's possible the Robotniks are(were?) swimming in it from the funds Gerald might have gained on the ARK and whatever general work, but from what I've observed and speculated it seems Eggman himself mostly just uses his machines to make more machines ad nauseam and expand as much as the available resources in a location allow, bypassing the need for finances.

Beginning of Unleashed, Eggman seemed ready for it though.
I'll give Sonic Team that was a nice subversion showing someone who is a villain and intelligent isn't completely witless to the same plot undoing him.
Of course Sonic does point out later Eggman curiously released Sonic after gaining the advantage, then again jettisoning someone into space so they fall through the atmosphere isn't exactly a simple release. Sonic has survived that sort of thing before though.
