I can beat Yellow Devil with buster only and regularly do buster-only runs of 1-3 except where boss weapons are absolutely required. I even do Robot Master rushes with buster only and don't use e-tanks, I play MM2 on the intended difficulty, and I did a buster-only run of Mega Man 9 as fucking Proto Man, boss rush included there too. Why would you think otherwise? Passwords did exist and later in the console's lifetime there were games with saves. Just the fact that when you die you restart at different checkpoints shows that restarting the entire level or at different checkpoints is how the game was designed to be played.

Akira Kitamura specifically timed Mega Man's movement speed along with every single screen to make playing through each level pretty brisk.
