What exactly is stopping Sony or Microsoft from putting PC parts in a box and calling it a Playstation/Xbox? They go on about how their systems use the latest tech when PC beats them by miles, so why don't they just build a PC, put it in a box that says "Playstation/Xbox" on it and call it a console?

They are expensive to manufacture to every single unit
The consoles themselves are just barely being sold at a loss
PS4 and Xbox One are basically using off-the-self PC components already.
If you're asking why they aren't using more modern specs; it's because they need to strike a balance between cost and power. They COULD put the latest CPU/GPUs inside their machines but they'd need to charge $600/700+ to see any kind of profit.
